Two Valleys Community Land Trust (TVCLT) invites proposals from qualified and licensed General Contractors to provide construction services for the rehabilitation and conversion of 6956 Sir Francis Drake Boulevard into Below Market Rate (BMR) rental units. This procurement is conducted by TVCLT as a subrecipient of County fund. Award will be made to the proposer whose offer is most advantageous to TVCLT and the County, considering the evaluation criteria in this RFP.

A mandatory site visit at the project address, 6956 Sir Francis Drake Blvd., is required to submit a proposal. Attendance at one of the scheduled dates below is required:

• November 26th, 2025, from 11am to 3pm
• November 28th, 2025, from 11am to 3pm

Price proposals will be publicly opened or read aloud at 6956 Sir Francis Drake Blvd at 9am on December 15th 2025, and the technical proposals will be scored that same day by committee. All proposals become the property of TVCLT and will remain confidential until the Notice of Intent to Award is issued.
